Under article 151 of the Islamic Republic’s constitution, the government is obliged to provide military training for all its citizens in accordance with Islamic principles, so that all citizens may take up arms in defence of the nation (1).

In 2005 military spending was $7.3bn, or 1% of GDP. The armed forces have two branches: the regular armed forces and the Islamic Revolutionary Guard Corps (the Pasdaran). The regular forces are the army (350,000 troops and 350,000 reserves), the navy (18,000), the air force (18,000) and the air defence force (12,000). Military service is compulsory for all men; to join the professional army they must be at least 18 and sign up for two years. Iran has three naval bases on the Persian Gulf, one on the Caspian Sea and one on the Indian Ocean, plus 14 air force bases.

The Pasdaran were set up by decree on 5 May 1979 as a force loyal to Ayatollah Khomeini to counterbalance the power of the regular military. The mission of the Pasdaran army (100,000), navy (20,000) and air force is to safeguard national security and defend the revolution.

In 2003 the Pasdaran commander-in-chief Rahim Safavi wrote to the Majlis (parliament): “The IRGC considers itself responsible for the defence of the Islamic Revolution, its achievements, and the ideology and values of Imam Khomeini. Our main mission is to stop those who wish to destroy and overthrow the Islamic Revolution.”

President Mohammed Ahmadinejad served with the Pasdaran during the 1980-88 war against Iraq. Since he took office they have become far more involved in politics and now have 80 members of parliament out of 290. They have gained considerable economic clout; they own businesses in many sectors and benefit from many government contracts. In June 2006 a Pasdaran company won a contract worth several billion US dollars to build a gas pipeline to connect the Persian Gulf with the south of Iran. The Pasdaran’s latest acquisition is Oriental Kish, Iran’s largest private oil company, for $90m.

Since 1989 the Pasdaran, like the regular forces, have been subordinate to the ministry of defence and armed forces logistics. The ministry is managed jointly by Pasdaran staff, regular armed forces and the police. It organises and coordinates all control operations in the services.

The Supreme Leader is the highest authority and has the power to appoint, or bar, the leaders of the armed forces and the guardians of the revolution, to declare war and to mobilise the army.

The Supreme National Security Council controls the nuclear issue. (niet die aap Ahmadinejad dus) It is also in charge of protecting the interests of the revolution, its sovereignty and national integrity.

Other forces are answerable to the Pasdaran: the Basij and Al-Qods. The Basij (90,000 regulars and 2 million reserves) form a paramilitary group, a popular rapid intervention force set up in 1980 to provide volunteers in the war against Iraq. Their role is to combat internal enemies of the revolution and ensure that Islamic law is respected. The Al-Qods forces, under the authority of the ministry of information and security, train foreign fighters, such as the Lebanese Hizbullah and the Palestinian Islamic Jihad.

Het is een parasitaire soort die leeft op de intelligentie van anderen en deze dan tegen hun gebruikt;
