‘Kentekenoorlog’ in Kosovo laait weer op: Serviërs bij politie, justitie en overheid leggen werk neer

Kosovaarse Serviërs in overheidsdienst hebben massaal ontslag genomen uit protest tegen de ingevoerde verplichting om Kosovaarse kentekenplaten op hun auto’s te hebben. Andere Serviërs werkzaam bij rechtbanken, politie, het parlement legden hun werk neer.


Minister Goran Rakic van Gemeenschap en Terugkeer in Kosovo, maakte de Servische leegloop zaterdag bekend. Hij legde ook zelf zijn functie neer en kondigde aan dat de Serviërs pas weer aan het werk zullen gaan als de regering in Pristina inbindt. Volgens persbureau Reuters was er zondag in het noordelijk deel van de stad Mitrovica, waar de meeste Kosovaarse Serviërs wonen, geen politieagent meer op straat te zien.

De ruzie over het Kosovaarse kenteken is een gevoelige kwestie, die al geruime tijd sleept. Hij vloeit rechtstreeks voort uit de korte oorlog waarin Kosovo, waar voornamelijk etnisch Albanezen wonen, zich in 1999 met hulp van de Navo losmaakte van Servië. In 2008 riep het officieel zijn onafhankelijkheid uit. De Servische minderheid in het land, vooral geconcentreerd in Noord-Mitrovica, heeft altijd geweigerd zich bij die onafhankelijkheid neer te leggen en krijgt daarbij steun van Servië.

De oude kentekenplaten stammen van voor de onafhankelijkheid, toen Kosovo nog een Servische provincie was. Voor de vijftigduizend etnische Serviërs staan de kentekenplaten symbool voor het gevoel nog altijd Serviër te zijn. De Kosovaarse regering wil deze maand boetes gaan uitdelen aan mensen die nog niet zijn overgestapt op de nieuwe, Kosovaarse nummerborden. Vanaf april 2023 wil de regering zelfs auto’s in beslag nemen die dan nog niet als Kosovaars zijn geregistreerd.

Navo

Sinds de oorlog zijn de verhoudingen tussen Kosovo en Servië altijd gespannen gebleven. Tot op de dag van vandaag is een contingent Navo-vredestroepen aanwezig in het land. De 3.700 internationale militairen zien toe op de rust, en staan, volgens vice-secretaris-generaal van de Navo Mircea Geoana ‘klaar om tussenbeide te komen als de stabiliteit in gevaar komt’.

De kentekenplaten bedreigen die stabiliteit al meer dan een jaar. Op 20 september 2021 sloeg de vlam in de pan toen twee registratiecentra in het noorden van Kosovo in brand werden gestoken. Even stonden Servië en Kosovo dreigend tegenover elkaar. Kosovo verbood de Servische kentekenplaten en Servië verbood op zijn beurt Kosovaarse kentekenplaten. Op 30 september werd een akkoord bereikt en mochten de oude nummerplaten voorlopig weer worden gebruikt, mits automobilisten de Servische vlag daarop zouden afplakken.

Besloten werd dat er op 21 april 2022 een definitieve oplossing zou zijn, maar die is er tot op de dag van vandaag nog steeds niet. Daarom besloot de Kosovaarse regering deze maand te beginnen met het uitdelen van boetes. Oproepen van de Verenigde Staten en de Europese Unie tot verder uitstel van de Kosovaarse kentekenverplichting, wees de Kosovaarse premier Albin Kurti echter af. De Servische premier Ana Brnabic zei in een reactie ‘vierkant achter onze trotse mensen in Kosovo’ te staan.

Servië staat niet alleen in zijn afwijzing van Kosovaarse onafhankelijkheid. Ook China, Rusland en tientallen landen in Latijns-Amerika, Afrika en Azië weigeren Kosovo als land te erkennen. Daardoor kan het al jaren geen lid worden van de Verenigde Naties en de Europese Unie.

Leiders Servië en Kosovo naar Brussel voor crisisoverleg om “uitweg te vinden en verdere escalatie te voorkomen”


De leiders van Servië en Kosovo hebben ingestemd naar Brussel te komen voor crisisoverleg. De Servische president Aleksandar Vučić en de Kosovaarse premier Albin Kurti zullen morgen praten met EU-buitenlandchef Josep Borrell. Zo maken verschillende media, waaronder Euractiv, vandaag bekend. Doel is "een uitweg te vinden uit de huidige crisis en verdere escalatie en spanningen te voorkomen".

Brussel hoopt te kunnen bemiddelen tussen de twee landen, die elkaar regelmatig dwarszitten. Kosovo verklaarde zich in 2008 eenzijdig onafhankelijk van Servië, wat door de regering in Belgrado niet wordt erkend.

De spanningen zijn de afgelopen weken weer hoog opgelopen, onder meer omdat Kosovo eist dat Servische auto's in Kosovo voortaan met een Kosovaars nummerbord rijden. Servië verzet zich daartegen en de Servische minderheid in Kosovo roert zich met onder meer grensblokkades.

Borrell zal vanaf 8 uur eerst apart met beide leiders spreken, voor hij ze ook samen rond de tafel zet. Een eerdere bemiddelingspoging in Brussel over de nummerplaten mislukte.

Nummerplatenruzie Kosovo met Servië bijgelegd

Servië en het van Servië afgesplitste Kosovo hebben een jarenlang conflict over nummerborden opgelost. EU-buitenlandchef Josep Borrell meldt een akkoord na een ultieme poging het geschil bij te leggen, nadat er eerder al veel crisisoverleg over de kwestie was geweest.

De Kosovaarse politie wilde vanaf dinsdag 08.00 uur mensen beboeten die in Kosovo wonen maar in een auto met Servisch kenteken rijden. De Kosovaarse premier Albin Kurti heeft besloten dat hier twee dagen mee gewacht wordt. Hij deed dat na een verzoek van de Verenigde Staten om eerst verder te onderhandelen over een oplossing voor het kentekenconflict tussen Kosovo en Servië.

Kosovo wilde doordrukken dat ook Servische inwoners met een Kosovaars nummerbord moeten gaan rijden, maar die verzetten zich daartegen. Uit protest legden in het overwegend Servische noorden van Kosovo honderden politieagenten en ander overheidspersoneel hun werk neer. Ook gewone Serviërs die in het gebied wonen verzetten zich, met onder meer grensblokkades. In Noord-Kosovo leven ongeveer 50.000 etnische Serviërs; zo’n tienduizend van hen weigeren hun nummerbord te vervangen voor het Kosovaarse.

Borrell zegt op Twitter zeer verheugd te zijn over deze stappen ‘om verdere escalatie te voorkomen’. De plannen van Kosovo leidden tot felle protesten bij de Servische minderheid. Kosovo wilde deze week beginnen met het opleggen van boetes, maar stelde dit uit onder internationale druk om verder te onderhandelen.

Gaat de NAVO binnenkort weer humanitaire bombardementen uitvoeren op Servië? Niet ondenkbaar met hun huidige oorloghype als ik lees hoe ze zich op de borst trommelen.
Serviërs versperren hoofdwegen en clashen met politie in Noord-Kosovo

Conflict De Servische minderheid raakte ook verwikkeld in een vuurgevecht met de Kosovaarse politie. Serviërs reageren al langer gewelddadig tegen handelingen van de Kosovaarse autoriteiten, die ze als anti-Servisch beschouwen.

Voor de tweede dag op rij hebben Servische demonstranten in Noord-Kosovo zondag met zware voertuigen de toegang versperd op hoofdwegen richting Servië. Afgelopen nacht raakten demonstranten en de Kosovaarse politie ook in een vuurgevecht verwikkeld. Naar eigen zeggen werd de politie tot drie keer toe beschoten en vuurde ze „uit zelfverdediging” terug. Hierbij vielen geen slachtoffers, melden internationale persbureaus zondag.

De gespannen relatie tussen de Kosovaarse autoriteiten en de Servische minderheid in het land heeft de afgelopen weken een nieuwe focus gekregen – het noorden van Kosovo, een broeinest van Servisch nationalisme, als strijdtoneel. Serviërs reageren daar gewelddadig tegen handelingen van de autoriteiten in de Kosovaarse hoofdstad Pristina, die zij als anti-Servisch beschouwen.

Aanleiding voor de meest recente protesten is de arrestatie van een voormalig agent, afgelopen zaterdag. Hij was één van de Servische politiemannen in Kosovo die vorige maand ontslag nam als protest tegen de eerst ingevoerde – en vervolgens weer ingetrokken – verplichting om Kosovaarse kentekenplaten op de auto te hebben. Serviërs die de Kosovaarse onafhankelijkheid niet erkennen, beschouwden deze maatregel als een provocatie.

Conflict niet nieuw

Volgens EULEX, de EU-missie die in het noorden van Kosovo patrouilleert, hebben Servische demonstranten zaterdagnacht een verdovingsgranaat op een van de gepantserde voertuigen van de missie gegooid. Dat gaat gepaard met een harde knal en een felle lichtflits.

Buitenlandchef van de EU Josep Borrell heeft zondag op Twitter geschreven dat de EU de „criminele” geweldplegingen in Noord-Kosovo niet tolereert. „Kosovaarse Serviërs moeten de versperringen onmiddellijk weghalen.”

Conflicten tussen Kosovo en Servië zijn niet nieuw, maar vinden telkens een nieuwe katalysator. Hoewel Kosovo in 2008 de onafhankelijkheid van Servië uitriep, heeft de Servische regering dit nooit erkend. Belgrado moedigt Servische Kosovaren – zo’n 120.000 op 1,8 miljoen inwoners van Kosovo – aan om het gezag van Pristina te trotseren.

Leger Servië in hoogste staat van paraatheid door verder oplopende onrust in Kosovo

De Servische strijdkrachten zijn in de hoogste staat van paraatheid gebracht, heeft de Servische minister van Defensie Milos Vucevic maandagavond laat gezegd. Hij wees daarbij op de steeds verder oplopende spanningen tussen zijn land en buurland Kosovo. Het betekent volgens hem dat het leger nu volledig gereed is om “gewapend geweld” te gebruiken indien dat nodig blijkt.

Vucevic voegde daar aan toe dat de Servische president Aleksandar Vucic ook opdracht heeft gegeven om het aantal speciale strijdkrachten op te schalen, van de huidige 1500 manschappen naar 5000. ,,Alle maatregelen moeten worden genomen om de Serven in Kosovo te beschermen.”

Kosovo verklaarde zich in 2008 onafhankelijk van Servië. Maar de Servische regering in Belgrado weigert die onafhankelijkheid te erkennen. Zij moedigt de 120.000 etnische Serviërs in Kosovo aan het gezag van het Kosovaarse bestuur in de stad Pristina te betwisten. Vooral in het noorden van het land, waar etnische Serviërs een meerderheid vormen, slaat dat aan. Kosovo als geheel telt circa 1,8 miljoen inwoners, die etnisch overwegend Albanees zijn.

De minister van Defensie heeft zijn troepen tijdens een bezoek geïnspecteerd. Het Servische leger heeft onder meer howitzers bij de grens staan. Een deel van de wapens en de financiering is geleverd door bondgenoot Rusland.

Oplopende spanningen

Het Servische leger is de afgelopen jaren meermaals in verhoogde staat van paraatheid gebracht vanwege oplopende spanningen met Kosovo. De laatste weken groeit de onrust er opnieuw, nadat honderden Servische medewerkers van de Kosovaarse politie en justitie hun werk neerlegden uit protest tegen een controversieel besluit om Serviërs in Kosovo te verbieden in Belgrado afgegeven kentekenplaten op hun auto’s te gebruiken. Het beleid werd uiteindelijk geschrapt, maar toen was de geest al uit de fles.

Pristina had bovendien half december lokale verkiezingen willen organiseren in veel gemeenten waar een meerderheid van de inwoners etnisch Servisch is. Die verkiezingen werden echter tot april uitgesteld nadat ook de aankondiging van dat plan tot wijdverspreide verontwaardiging had geleid en de belangrijkste Servische politieke partij in Kosovo had aangekondigd de verkiezingen te boycotten.

Vervolgens werd op 10 december in Kosovo een ex-politieman gearresteerd wegens vermeende betrokkenheid bij aanvallen op etnisch-Albanese politieagenten. Die arrestatie leidde opnieuw tot grote woede onder etnische Serviërs, die wegbarricades opwierpen en zo het verkeer rond twee grensovergangen lamlegden.

Kosovo sluit grootste grenspost na blokkade door Serviërs, duizenden Kosovaren kunnen niet naar huis

Kosovo heeft vandaag de grootste grensovergang met Servië gesloten nadat demonstranten deze aan Servische zijde hadden geblokkeerd. De Serviërs wilden daarmee steun betuigen aan hun etnische verwanten in Kosovo, die weigeren de onafhankelijkheid van het land te erkennen. Duizenden Kosovaren die in Europa werken, kunnen nu niet terugkeren naar huis voor de vakantie.

De Servische demonstranten blokkeerden de overgang bij Merdare met vrachtwagens en tractoren, melden media in Belgrado. ‘Als je Servië al bent binnengekomen, moet je andere grensovergangen gebruiken of door Noord-Macedonië reizen’, schrijft het Kosovaarse ministerie van Buitenlandse Zaken op zijn Facebookpagina.

Merdare is de belangrijkste grensovergang van Kosovo voor vrachtvervoer. Twee andere grensovergangen zijn al sinds 10 december dicht door vergelijkbare protesten aan Kosovaarse zijde. Daardoor zijn er nog slechts drie plekken open voor grensverkeer.

Het Servische protest volgde enkele uren nadat de regering had aangekondigd dat het Servische leger in de hoogste staat van paraatheid is. De spanningen tussen beide landen lopen al weken op.

Ongeveer 50.000 Serviërs die in het etnisch verdeelde noorden van Kosovo wonen, weigeren de regering in Pristina of de status van Kosovo als een van Servië gescheiden land te erkennen. Ze hebben de steun van veel Serviërs in Servië en de regering in Belgrado.

De boeven van Kosovo gaan proberen hun sponsors te overtuigen van het gevaar van Rusland in de kwestie. En ze roepen dus hetzelfde als Selensky: meer geld, meer wapens, meer troepen.
Kosovo eist meer soldaten van de NAVO

Op de Balkan komt het conflict tussen Kosovo en Servië tot een hoogtepunt - ook met Russische hulp, zo meldt de Kosovaarse premier Albin Kurti aan WELT. Hij roept nu op tot meer KFOR-troepen. De weg voor honderden extra militairen uit Duitsland is al vrij.

Na de hevige spanningen tussen Servië en Kosovo vorige week roept de Kosovaarse premier Albin Kurti op tot een sterkere aanwezigheid van NAVO-beschermingstroepen. "Een aanzienlijke toename van NAVO-soldaten en militair materieel in ons land zou de veiligheid en vrede in Kosovo en in de hele Westelijke Balkanregio verbeteren", vertelde Kurti aan WELT.

Het regeringshoofd legde uit dat Kosovo momenteel de defensie-uitgaven en het aantal soldaten en reservisten verhoogt. "Een toename van het aantal soldaten in de NAVO-vredesmacht KFOR zou onze defensie-inspanningen ondersteunen."

Er zijn momenteel ongeveer 3.800 KFOR-soldaten ingezet in Kosovo , van wie ongeveer 70 Duitsers. Volgens een besluit van de Bondsdag zouden maximaal 400 Duitse hulpdiensten naar de voormalige Zuid-Servische provincie kunnen worden gestuurd.

"Duitse soldaten zijn zeker welkom in Kosovo", zei Kurti. De Bundeswehr is al 23 jaar aanwezig in Kosovo en gedurende deze tijd zijn er nooit problemen geweest tussen hen en de lokale burgerbevolking. Het voormalige Kfor-kamp van de Duitsers in Prizren is nu een innovatiepark met tal van succesvolle bedrijven.

De veiligheidssituatie is afgelopen woensdag verslechterd in het conflict tussen Servië en Kosovo, een land met 1,8 miljoen inwoners en een overwegend Albanese bevolking. Als reactie op de oprichting van talloze wegversperringen aan de Servische kant van Noord-Kosovo, sloot de regering in Pristina tijdelijk de belangrijkste grensovergang.

Kosovaarse veiligheidstroepen en KFOR-soldaten waren verschillende keren aangevallen, sommigen met vuurwapens. Na oproepen van de EU en de VS tot de-escalatie drong het Servische staatshoofd Aleksandar Vucic donderdag door met het ontmantelen van de wegversperringen en kalmeerde de situatie.

Volgens experts zijn de spanningen echter nog lang niet voorbij. Kurti zei: “16 barricades in vier noordelijke gemeenschappen van Kosovo en mannen met maskers over hun gezicht en insignes van de ‘Wagner’ huurlingenmacht en de ‘Night Wolves’ (Russische motorclub, noot van de redactie) op hun donkere uniformen, terwijl ze met vlaggen zwaaiden met het opschrift 'Pray to God and hold fast to Russia' maken duidelijk dat extra NAVO-troepen nodig zijn, evenals de accumulatie van Servische troepen en artillerie langs de Kosovaarse grens en de voortdurende onheilspellende verklaringen van de Servische en Russische staten."

Ongeveer 50.000 van de 120.000 leden van de Servische minderheid in Kosovo wonen in het noorden van Kosovo. Jarenlang hebben ze geweigerd de regering in Pristina te erkennen. Al meer dan 10 jaar bestaat er een routekaart om te komen tot vrede. Maar niemand heeft dat pad gevolgd. Nu komt er een nieuwe routekaart met hetzelfde doel maar met extra geitenpaadjes.
Verwarring over de uitkomst van gesprekken tussen Servië en Kosovo

Servië houdt VN-lidmaatschap van Kosovo niet langer tegen, staat in een document waarover hun leiders maandagavond in Brussel spraken. Maar de president van Servië ontkent over deze feitelijke erkenning van de onafhankelijkheid te hebben gesproken.


Is een oplossing van de slepende ruzie tussen Servië en Kosovo dan eindelijk ophanden? Van tevoren was het overleg over een EU-plan daartoe tussen de Servische president Aleksandar Vucic en de Kosovaarse premier Albin Kurti door EU-diplomaten aangekondigd als cruciaal, maar na afloop overheerst vooral verwarring. De EU, Kosovo en Servië legden de uitkomst alle drie volstrekt verschillend uit.

EU-buitenlandchef Josep Borrell prees Vucic en Kurti voor de voortgang. Hij publiceerde daarop de tekst van het EU-plan, omdat Vucic en Kurti het er volgens hem over eens zijn dat daarover geen verdere discussie nodig is. “Tegelijkertijd is meer werk noodzakelijk, om te zorgen dat wat vandaag werd geaccepteerd wordt uitgevoerd”, voegde hij toe. Daarom moet de bijlage met een concrete routekaart nog worden ingevuld.

Kurti was klaar om het plan te ondertekenen, maar volgens Vucic kon daar geen sprake van zijn. “Kurti was gekomen om zijn handtekening zetten, maar daar hebben we helemaal niet over gepraat. Ik wacht op de routekaart die gaat over alles wat we voorheen al hebben afgesproken”, zei de Servische president, verwijzend naar akkoorden die beide partijen de afgelopen tien jaar sloten, maar die nauwelijks zijn uitgevoerd.

“Die routekaart moet beginnen met de kern: de Gemeenschap van Servische Gemeenten in Kosovo.” Dat is een vorm van zelfbestuur, waartegen Kurti zich juist hevig verzet, omdat hij bang is dat zo’n verband de Servische invloed in Kosovo formaliseert.
Pikant onderdeel van nieuw plan

En zo is onduidelijk of een oplossing daadwerkelijk dichterbij is gekomen van een conflict dat speelt sinds 2008. De provincie Kosovo, met ruim 90 procent etnisch-Albanese inwoners, scheidde zich – na een oorlog in 1998 en 1999, gevolgd door VN-bestuur – toen af van moederland Servië. Dat weigert die onafhankelijkheid echter te erkennen. Kosovo heeft de steun van de meeste westerse landen, Servië van onder meer Rusland, China en vijf EU-lidstaten.

Al meer dan tien jaar overleggen Belgrado en Pristina, onder leiding van de EU, over normalisering van de verhoudingen, om op termijn toe te kunnen treden tot de EU. Maar afspraken worden nauwelijks uitgevoerd, en regelmatig lopen de spanningen op, vooral in het overwegend door Serviërs bewoonde noorden van Kosovo. De laatste keer was eind december, toen zij wegen en grensovergangen barricadeerden en Servië militaire oefeningen hield aan de grens.

Dat was aanleiding voor Frankrijk en Duitsland om een nieuw plan op te stellen, dat nu is overgenomen door de EU. Het pikantste onderdeel daarvan is de vaststelling dat Belgrado en Pristina weliswaar verschillen van mening over de status van Kosovo, maar dat Servië tegelijkertijd Kosovaars lidmaatschap van internationale organisaties niet zal tegenhouden.

Politieke zelfmoord


Kosovo kan zo VN-lid worden. Daarmee erkent Servië de Kosovaarse onafhankelijkheid dan wel niet juridisch, maar wel feitelijk. Iets waarover dus niet meer gediscussieerd hoeft te worden, volgens EU-buitenlandchef Borrell. Maar Vucic heeft niets getekend, en de Servische oppositie was er maandagavond meteen van links tot rechts als de kippen bij om hem uit te maken voor verrader.

Uit enquêtes blijkt dat meer dan 80 procent van de Serviërs Kosovo niet kwijt wil, dus erkenning van onafhankelijkheid in wat voor vorm ook betekent zo goed als zeker electorale zelfmoord. Ook al staat daar volgens het plan “een gepaste vorm van zelfbestuur voor de Servische gemeenschap, met mogelijk financiële steun vanuit Servië” tegenover.

Of het nieuwste EU-plan inderdaad een doorbraak is, moet deze maand daarom blijken tijdens onderhandelingen over de routekaart. Kurti en en Vucic, beiden door de EU en de VS onder grote druk gezet, ontmoeten elkaar 18 maart opnieuw. De EU-onderhandelaars willen de week daarop het resultaat voorleggen op de top van EU-regeringsleiders.

Geopolitical Tensions in Kosovo and the Future

Tensions are rising between ethnic Serbs and the ethnic Albanian-led government in Kosovo due to a dispute over car license plates, which has been resolved through EU and US mediation. However, the current violence stems from a long dispute dated pre 99 war necessitating a high knowledge of local, historical and geopolitical contexts.

Escalating Tensions

Historically, Kosovo is a small, landlocked country in South Eastern Europe, and many Serbs consider it the birthplace of their nation. However, 92% of the population is Albanian and only 6% is Serbian. In the 1990s, Kosovo sought autonomy and independence from Serbia, which resulted in a brutal crackdown by Serbia and a NATO bombing campaign in 1999 that ended with Serbian forces withdrawing from Kosovo. The war resulted in 13,000 people dying in the conflict, mostly ethnic Albanians. Although Kosovo declared independence in 2008, many Kosovo Albanians and Serbs feel that the conflict has never been resolved. In 2022, the government’s plan to make those in majority ethnic Serb areas swap their Serbian-issued car number plates for Kosovan-issued ones led to civil disobedience and concern that violence between ethnic Serbs and Albanians may flare up again.

Concretely, tensions have risen in northern Kosovo between ethnic Serbs and the government after unknown attackers exchanged gunfire with police and threw a stun grenade at EU law enforcement. The tensions were sparked by the arrest of a former Serbian police officer. The events are related to a dispute over car license plates. Recently, Pristina, Kosovo’s capital city, announced that it would require ethnic Serbs in the region to scrap Serbian license plates that date back to before the Kosovo War of 1998-99. This announcement led to a mass resignation of Serbs from the police force, judiciary and governance institutions. Serb mayors in northern Kosovo municipalities, along with local judges and some 600 police officers resigned. Policemen in Pristina arrested a former police officer, Dejan Pantic, for allegedly attacking state offices, including offices of the election commission, and for attacking police officers and election officials. Serbia’s President Aleksandar Vucic held a meeting with the National Security Council and called for calm and for the Serbs not to attack KFOR and EULEX. He urged them not to engage in any violent actions. Therefore, the arrest of a former police officer who was part of that mass resignation is what sparked the recent tensions between Serbs and the government in Kosovo. The move to require the replacement of license plates is a point of contention between the Serb minority and the government, as many Serbs do not recognize Kosovo’s independence and the new license plates would be a symbol of that recognition.

In response to one arrest by the police, Serbs in the northern area of Kosovo erected roadblocks, paralyzing traffic on two border crossings from Kosovo to Serbia. The EU and NATO have condemned the violence and called for calm and for the removal of the barricades. The Kosovo Prime Minister, Albin Kurti, has asked the NATO’s Kosovo force (KFOR) to remove the barricades that had been erected by the ethnic Serbs on the border crossing with Serbia. He called for the KFOR to guarantee the freedom of movement, but also acknowledged that KFOR asked for more time to remove the barricades and the government is currently waiting for them to take action. Kosovo police reported that they came under fire from unknown attackers in different locations near the lake that borders Serbia on late Saturday, the police responded by returning fire in self-defense, no injuries reported in these incidents.

Given the sensitive security situation, NATO’s mission in Kosovo, KFOR is probing a shooting incident in the northern area of Kosovo. KFOR confirmed that shots were fired in the northern town of Zubin Potok. According to the KFOR statement, the NATO patrol vehicle was undamaged and no injuries were reported. The shots were fired in the direction of Latvian soldiers. The details of the incident, including who fired the shots, are unclear and KFOR has not provided more information. They have increased the troops presence in the area to maintain peace with more than 3,700 troops present in the country. KFOR in Kosovo are investigating a shooting incident, and are urging for calm as Serbia’s top military officials inspect their troops on the border with Kosovo in a show of combat readiness. Serbia is urging for deployment of its troops to protect the Kosovo Serbs.

The EU mediated a deal in November to defuse the tensions, but they escalated again after Pristina scheduled local elections in Serb-majority municipalities for December 18th, which the main Serb political party planned to boycott.

An ethnic Albanian policeman was wounded while preparing the region for voting. Kosovo President Vjosa Osmani decided to postpone the local elections to April 23rd, which were scheduled for December 18th, due to the tensions and roadblocks erected in the region. France, Germany, Italy, the UK, and the US have welcomed the decision of postponing the local elections in Kosovo, and the EU office consider it a “constructive decision” that will help promote a more secure situation in the North according to a joint statement. Serbian President Aleksandar Vučić has stated that he will ask for the deployment of Serbian military and police in Kosovo which is authorized under certain conditions by UN resolution 1244 regulating the demilitarization of Kosovo. However, he believes that there is probably no chance of the request being approved. Kosovo’s Prime Minister, Albin Kurti, has accused Serbia of threatening Kosovo with aggression.

In response, the Serbian President Aleksandar Vucic has sent the country’s army chief to the border with Kosovo following the ethnic Serbs roadblocks on December 10 to protest the arrest of an ex-police officer. This roadblocks has halted traffic through two border crossings. General Milan Mojsilovic, the army chief, stated that the complex situation at the border requires the presence of the Serbian army and the tasks given to them are precise and will be fully implemented. Vucic ordered to increase the size of special armed forces from 1,500 to 5,000. It’s not clear what the purpose of these forces is, or how they will be used, but the significant increase suggests that they will be needed in the near future. Thus Vucic is preparing for a conflict -even if small scale- and is trying to instrumentalise 120,000 ethnic Serbs to reject Kosovo government’s central authority.

This situation is adding to the already high tensions between Kosovo and Serbia. The Serbian Patriarch Porfirije, who presumably wanted to deliver a peace message on the occasion of Serbian Orthodox Christmas (which is celebrated on January 7th) has been denied entry into Kosovo on Monday at the border crossing.

Lastly, there has been a recent incident where an off-duty Kosovo security officer shot and injured two ethnic Serbs, one of whom was an 11-year-old boy, in Central Kosovo. The shooter was arrested by Kosovo police. As a result of the incident, hundreds of people protested in Strpce demanding more security for ethnic Serbs living in Kosovo, another group also protested in Mitrovica against the President Vucic’s policies which are perceived to be too conciliatory towards Kosovo. This incident has increased the tension in the region, and the protests show the concern of the ethnic Serbs and the impact of the shooting on the Kosovo-Serbian relation.

Due to heightened tensions, Serbia has requested to deploy troops in Kosovo, this is the first time since the end of the war. The request was made during a series of clashes between Kosovo authorities and Serbs in the north of Kosovo, where they constitute a majority. This situation has been deemed to be serious enough that Serbia feels the need to deploy troops. A UN Security Council resolution allows, under certain conditions, Serbia to station its personnel at border crossings, Orthodox Christian religious sites, and areas with Serb majority only if it is approved by KFOR(the peacekeeping force in Kosovo). This request for deployment of troops highlights the escalation of tension and the worsening of the situation between Kosovo and Serbia.

The KFOR peacekeepers, who were deployed in Kosovo in 1999 after NATO bombing forced the Serbian army and police out of the territory, have said that there is no need for the return of the Serbian forces, as per President Aleksandar Vucic statement. The statement was given as a response to a previous statement or move made by Serbian Government to return the forces to Kosovo. The Kosovo force mission has continued to monitor the security and stability in the region after the conflict and this statement shows they believe that there is no need for additional military presence.

Geopolitics At the Core of the Conflict

This is a crucial geopolitical issue given the Ukrainian war is impacting European security in a long lasting way. The Serbian and Russian views are aligned in Kosovo’s recent incidents and differ from the Albanian representatives of Kosovo. On the one hand, the Russians blame Kosovan authorities for imposing “groundless discriminatory rules”. An MP from the party of the Serbian President made a statement comparing the situation in the Balkans to the justification used by Russian President Putin for the invasion of Ukraine, and later apologized for it. On the other hand, Kosovo’s President Vjosa Osmani said that Russian President Putin may use the situation in Kosovo to escalate the conflict in Ukraine and destabilize Europe further. Most importantly, Serbia has relied on the support of Russia and China in its efforts to maintain its claim on Kosovo as a province, despite Kosovo’s declaration of independence in 2008 which is recognized by most western countries.

Serbian alliance with Russia on fueling violence in Kosovo are present. A group of members from the Narodne Patrole, a Serbian nationalist organization with ties to Russian paramilitary group Wagner, has gathered on the Serbian side of the border with Kosovo, and threatened to confront NATO troops in the area. Albin Kurti, the Prime minister of Kosovo, said he is worried that the tense situation at the border between Serbia and Kosovo could escalate, and that it could be used to the advantage of Russian President Vladimir Putin. He also noted that Russian and Serbian forces have conducted 104 joint military exercises in 2021, which further fuels his anxiety about the situation. However, the Serbian defense ministry said it’s incorrect and that they conducted 21 military exercises. Prime Minister Albin Kurti also has said that the EU and US both agree that the roadblocks should be removed, but are also concerned that the situation could be used and abused by Belgrade. He suggests that the concern of the western partners is the links of Belgrade with Moscow. He is worried that Russia, who’s been severely wounded in Ukraine after its invasion and aggression, has interest in spillover to the Balkans where they have a client who’s in Belgrade. This shows that the tense situation at the border has potential ramifications not just on Serbia and Kosovo but also on the larger geopolitical front with the involvement of other countries.

The mediation at the EU level is taking place. Serbia doesn’t recognize the 2008 declaration of independence of Kosovo, while Western efforts to mediate a solution have failed. Kosovo and Serbia are currently in Brussels for talks in order to try to normalize their relations.

It appears that a proposal has been made by France and Germany to address the ongoing tensions between Serbia and Kosovo. According to the proposal, Serbia would not block Kosovo’s accession to the United Nations as a member state in exchange for EU financial support and a fast track to membership in the EU for Serbia. This proposal aims to find a way to resolve the long-standing tensions between the two countries and move towards a peaceful resolution. It also shows that the EU is looking for a way to support both countries, economically and politically, and help to bring stability to the region.

Kosovo is unable to become a UN member state without Serbia’s approval because of the veto power of Russia and China on the UN Security Council. The EU plan aims to use this leverage to resolve the long-standing tensions between the two countries by offering Serbia accession to the EU in exchange for its support for Kosovo’s accession to the UN. The plan has been tentatively welcomed by President Vucic of Serbia, however, it was later rejected by Ivica Dacic, the Serbian first deputy Prime Minister and Minister of Foreign Affairs, who is known to have close ties with the Kremlin. This rejection indicates that the plan might not be an easy one to implement as there are multiple factors and interests at play, not just the domestic politics of Serbia and Kosovo but also external influences, like Russia.
The European Union has presented a plan for the two countries to resolve the long-standing issues between them. However, the chances of a deal remain low and in the current circumstances it is difficult to see that changing, with the Ukraine war and the increasingly close economic, political, and military relations between Russia and Serbia. Moreover, Western countries may be less willing to adopt a strategy that looks like appeasement towards Serbia after the disastrous results of that strategy with Russia, which are now playing out in Ukraine. The West cannot afford for a similar failure closer to the heart of the European continent.

Servische demonstranten slaags geraakt met NAVO-militairen in Kosovo, spanningen lopen op

Spanningen Kosovo Etnische Serviërs probeerden gemeentekantoren binnen te dringen waar Albanese burgemeesters hun post kwamen innemen. De spanningen in het noorden van Kosovo lopen hoog op: NAVO-militairen worden daar zelden ingezet.


In het noorden van Kosovo zijn de spanningen snel opgelopen naar aanleiding van lokale verkiezingen vorige maand. Etnische Serviërs raakten maandag slaags met KFOR-militairen, de vredesmacht van de NAVO in Kosovo, toen ze probeerden gemeentekantoren te bestormen. De demonstranten wilden voorkomen dat vorige maand gekozen etnisch Albanese burgemeesters daar hun post kwamen innemen, melden internationale persbureaus. Zeker 25 NAVO-militairen en meer dan 50 Servische demonstranten raakten gewond.

Er wonen voornamelijk etnische Serviërs in de vier noordelijke gemeenten waar de Albanese burgemeesters zijn verkozen. Het merendeel van de inwoners in die gebieden heeft de verkiezingen geboycot en erkent daarom de Albanese vertegenwoordigers niet. De spanningen liepen eind vorige week al hoog op: Servische demonstranten voerden toen ook al actie bij de gemeentehuizen, waarbij zeker tien mensen gewond raakten. Naar aanleiding daarvan bracht Servië zijn leger in de hoogste staat van paraatheid en verplaatste militairen richting de Kosovaarse grens.

Volgens de politie verzamelden Serviërs zich maandagochtend bij drie van de vier gemeentegebouwen. Vooral in de plaats Zvecan, zo’n 45 kilometer van de hoofdstad Pristina, probeerden de demonstranten met geweld het gebouw binnen te dringen. De NAVO-militairen gebruikten traangas om de demonstranten uiteen te drijven en om, naar eigen zeggen, de vertegenwoordigers te beschermen. De Serviërs gooiden onder meer traangas en stenen terug. Ook werden voertuigen vernield en in brand gestoken.

Servië erkent de onafhankelijkheid van Kosovo (sinds 2008) niet en beschouwt het land als provincie van Servië. Er zijn zo’n 3.800 KFOR-militairen door de NAVO in Kosovo gestationeerd, maar die werden tot nu toe zelden ingezet.

Honderden extra Navo-militairen naar Kosovo om vrede te bewaren

De Navo stuurt ongeveer zevenhonderd extra vredessoldaten naar Kosovo. Daar vonden maandag confrontaties plaats tussen Navo-soldaten en Servische demonstranten, waarbij dertig vredessoldaten gewond raakten. Zowel de Kosovaarse als de Servische regering stoken de spanningen alleen maar verder op.

Momenteel zijn er al 3.800 soldaten in Kosovo gelegerd, maar secretaris-generaal van de Navo Jens Stoltenberg maakte dinsdag bekend dat daar vanwege de onrust zevenhonderd militairen van een reserve-eenheid bij komen. Die eenheid is bedoeld voor de Westelijke Balkan en moet altijd klaar staan om binnen zeven dagen te worden ingezet.

Ook heeft een extra Navo-bataljon - bestaande uit zo’n honderd militairen - de opdracht gekregen om te zorgen dat ze paraat staan. Het zijn voorzorgsmaatregelen om ervoor te zorgen dat militaire alliantie in staat blijft om de vrede in het Balkanstaatje te handhaven ‘in overeenstemming met het mandaat dat ons door de VN-Veiligheidsraad is gegeven’, zegt admiraal Stuart B. Munsch in een verklaring.

Opmerkelijk weinig oorlogsgezindheid bij de Amerikanen op dit moment.
De Verenigde Staten kondigden dinsdag maatregelen tegen Kosovo aan vanwege het besluit om de burgemeesters ‘met geweld’ te installeren. Zo mag het land niet meedoen met een door Amerika geleide militaire oefening. De Amerikaanse ambassadeur in Kosovo zei ook dat de VS ‘geen enthousiasme’ meer voelen om Kosovo te helpen meer internationale erkenning te vergaren of toe te treden tot de Europese Unie.

Het land Kosovo is niet gemaakt als een moslim staat (zit wel barstensvol Mohammedanen).
Officieel is het seculier zoals alle West-Europese landen.
En dat seculiere willen de echte Moslims niet dus het is een kwestie van tijd en dan is het een stukje Allahstan in Europa.
Handvat voor de verdere islamisering is de gender-gekte die ook daar is doorgedrongen.
Is conservative Islam gaining ground in secular Kosovo?

There have been a number of attacks on journalists in Kosovo in recent years. Now, conservative Muslims in the southern Kosovar city of Prizren are agitating against a news portal and a journalist.

The city of Prizren in southern Kosovo is known for its diversity. Mosques and Orthodox and Catholic churches stand within a few hundred meters of each other, and a synagogue is due to open here soon.

Albanians in the city live peacefully alongside other ethnic groups, including Turks, Roma and Bosniaks.

Now, however, Prizren is the scene of a campaign that is taking aim at this very diversity.

For several days now, a call to boycott the Kosovar news website Nacionale has been displayed on large LED screens in the city. The message on the screens is accompanied by images of Vullnet Krasniqi, a well-known journalist at Nacionale, and the words "Press freedom ends with offense."

Provocative outfit caused protests

It all began in early August when a small but very vocal minority was offended by a performance by feminist Canadian musician Peaches and her band at the DokuFest film festival in Prizren on August 4.

Peaches — an idol of the LGBTQ+ community — wore a provocative outfit for the performance. The call to join the protest said that the singer's performance had been incompatible with tradition and culture, was a threat to children and would lead to "degeneration."

Abusive protesters

A week later, on August 11, about 200 people demonstrated outside the best-known mosque in Prizren immediately after Friday prayers. Vullnet Krasniqi was there to report on the protest.

When he asked some of the protesters what aspect of Peaches' performance posed a threat to children and what they meant by "degeneration," things turned ugly.
"Violent demonstrators came towards me, hurled abuse at me and pushed me. They demanded that I stop asking questions and not report on the protest," Krasniqi told DW.

His cameraman, Arber Arifi, was also jostled and pushed. Video footage shows that the police kept a low profile at the protest, restraining angry protesters, but otherwise not intervening.

Not the first incident of its kind

This was the second time this summer that small groups of conservative Muslims made headlines for violent acts against journalists.

On another occasion, a journalist was brutally beaten for using a sarcastic tone in a Facebook post about an ultraconservative imam from Prizren who had been given a Mercedes as a retirement present by the members of his community.

In the past few years, numerous journalists have been threatened or assaulted. The reasons for the attacks were not just their reports on political corruption, but often also that conservative Muslims felt they had violated religious values or traditions.

Kosovo — a secular state

According to its constitution, Kosovo is a secular state. Indeed, most Kosovars would describe themselves as "Muslim light."

Women here do not traditionally wear the hijab or the niqab, and if they do cover their heads at all, it is generally with a headscarf tied at the nape of the neck. The consumption of alcohol is not frowned upon, and many don't — or only rarely — go to the mosque.

Liberal, pro-Western Islam

Arbana Xharra is a political scientist and multiple award-winning Kosovar journalist based in the US. She is conducting research into Islamic radicalization in the Balkans. "Islam in Kosovo is liberal and pro-Western in orientation, so to speak," she told DW. "But even in this form, it is not practiced by most people in the country."

Although radical Islam is not an immediate political threat in Kosovo, Xharra sees a dangerous phenomenon behind the campaign against Krasniqi.

"Since the end of the war in 1999, we have seen radical Islamic tendencies pushing into Kosovo," she said. "They want to change the geopolitical and cultural orientation of the country and to counteract the multicultural, liberal, pro-Western heritage. It becomes a threat when the state tolerates these tendencies."

Target of hate campaigns

Xharra knows what she is talking about. She herself was the target of hate campaigns and threats because of her reports on radical Islamists in Kosovo. She was called, among other things, a "whore of the Jews."

In May 2017, she was brutally attacked and beaten near her home in Pristina. A few months later, she left Kosovo after learning of plans to make an attempt on her life.

To this day, it is not known who attacked her in 2017. "Even six years on, neither the police nor the public prosecutor have done anything," she said.

Crackdown on former IS members

Indeed, the actions of the Kosovar authorities tend to be contradictory in this respect.

They have in recent years been cracking down on a certain part of the radical Islamic spectrum. It is estimated that about 400 Kosovars joined the extremist "Islamic State" (IS) group in the Middle East. Some who returned were given long prison sentences or were put under state supervision.

In the case of attacks on "troublesome" journalists, however, the authorities investigate either half-heartedly or not at all.

Silence on issues relating to LGBTQ+ rights

On issues that polarize — such as LGBTQ+ issues, which conservative Muslims are increasingly using for propaganda purposes — politicians in Kosovo tend to remain silent.

Although the rights of LGBTQ+ citizens are protected by the Kosovar constitution, this protection is, in reality, minimal.

It is not just that many Kosovars are prejudiced against homosexuals, but also that Muslim communities and most politicians in Kosovo — regardless of their affiliation — dismiss homosexuality as "immoral."

Same-sex marriage initiative failed

Kosovar Prime Minister Albin Kurti publicly came out in support of the recognition of same-sex marriage in his country. Had the initiative been a success, Kosovo would have become the first Muslim country in the world to allow same-sex marriage. But Kurti's initiative failed spectacularly in spring 2022.

Members and lawmakers in his own party, Vetevendosje, were opposed to the move, even though the party is nominally left wing, stands for social-democratic values, and grew out of a civil rights movement.

Hate-filled comments on Facebook

There was no sign of "Islam light" at the demonstration Vullnet Krasniqi attended in Prizren. It is possible that the attacks against him were also motivated by the fact that he himself is openly gay and publicly fights for LGBTQ+ rights.

Krasniqi is still shaken by the incident: "The images of the attack generated thousands of reactions and comments on Facebook, most of which welcomed the attack on us," he said. "I did get a lot of support, but I was not expecting that degree of hatred in the Facebook comments."

In Krasniqi's case, too, the Kosovar government has remained silent. By the time of publication, DW had received no answer to a request for a comment from a government spokesperson on the campaign against the journalist and Nacionale.

But Krasniqi refuses to be intimidated: "Stopping is not an option," he said. "And continuing is the only way to show my attackers that I am not afraid of them."
