Suicide bomber attacks security police in Kazakh city

ISLAMIST THREAT

President Nursultan Nazarbayev, who has ruled Kazakhstan for 20 years, was re-elected by a landslide in April on a platform of economic growth and stability. He prides himself on lasting peace among the 140 ethnic groups that call Kazakhstan home.

But media reports in recent months have identified several Kazakhstani citizens among radical groups operating in Russia's North Caucasus region and other republics of Central Asia.

Militants from Aktobe have been detained or killed in recent months in Dagestan, a southern Russian republic where rebels want to establish an Islamic state, local media have reported.

Analysts have also warned that Central Asian militants, after years fighting in Afghanistan and Pakistan, are filtering back across the region's porous borders to their homelands.

Tajikistan's army has been fighting insurgents in the country's mountainous east since an attack on a military convoy killed 28 troops last September, shortly after suicide car bombers attacked a police station in the country's second city.

Several radical Islamist groups have stated their objective of creating a Muslim caliphate incorporating large swathes of Central Asia, a region twice the size of Saudi Arabia.

"Not a single country in the region is immune," said Lilit Gevorgyan, analyst at IHS Global Insight. "Secular governments are their number one enemy."

Concern about religious extremism and terrorism grows in Kazakhstan
Kazakh authorities have been grappling with growing signs of extremism and terrorism in the country over the past few years, although they resisted admitting to these problems until recently. After the country’s first suicide bombing, a foiled terrorist attack in western Kazakhstan, and killings of policemen in 2011, Kazakh authorities are becoming more vocal about the threat of extremism and terrorism against the state. Kazakh law enforcement's attribution of terrorist attacks in recent years to the availability of extremist and terrorist literature on the Internet may have some validity.

SNEU.

Kazakhstan says 'radical Islamist groups' behind anti-government violence

The country "has been subjected to armed aggression by well-coordinated terrorist groups trained abroad," said a Kazakh foreign ministry statement.

NUR-SULTAN, Kazakhstan-

Kazakh authorities said on Monday that foreign-trained Islamist radicals were among those who had attacked government buildings and security forces last week and that police had now detained almost 8,000 people to bring the situation under control.

Government buildings in several cities were briefly captured or torched last week as initially peaceful protests against fuel price increases became violent in the worst bout of violence in the Central Asian nation's post-Soviet history.

President Kassym-Jomart Tokayev sacked his cabinet, issued shoot-to-kill orders and declared a state of emergency in the oil-rich nation of 19 million. He also asked a Russian-led military bloc to send in troops, who the government says have since been deployed to guard strategic objects.

Authorities on Monday for the first time linked the violence to what they said were members of Islamist groups.

"As the events in Almaty and several other regions of the country have shown, Kazakhstan has been subjected to armed aggression by well-coordinated terrorist groups trained abroad," the foreign ministry said in a statement.
"According to preliminary data, the attackers include individuals who have military combat zone experience in the ranks of radical Islamist groups."
It did not name any specific groups.

The National Security Committee said on Monday, an official day of mourning, that the situation had stabilised and that security forces had restored control.

Karim Masimov, the committee's former head, was detained on suspicion of treason last week, days after Tokayev dismissed him.

Russian and state media, citing a government social media post, have reported that 164 people had been killed. Health and police authorities did not confirm that figure and the original social media post has been deleted.

"I think there was some kind of a conspiracy involving domestic and certain foreign destructive forces," Secretary of State Yerlan Karin told state television on Monday, without naming any suspects.

A former Kazakh prime minister told Reuters on Sunday that Tokayev must move fast to consolidate his grip after appearing to break with Nursultan Nazarbayev, his powerful predecessor.
